Government subsidised education to become a psychic introduced in the Netherlands

The Netherlands now have a government subsidised education for unemployed folks that want to become a Psychic, Clairvoyant or Tarotcard Reader.
Well... on the bright side, isn't it nice that a government of a civilized country considers Clairvoyance a subsidy-worthy education? On the other hand, will the government educate and certify "talent-scouts" who will then find the possible psychics among the applicants or can just everyone become a Psychic now?
